What this proposal funds.

This treasury withdrawal funds Phase 2 of a production Cardano-native ticketing system operated by Sellout.io and built by Anvil. Phase 1 — on-chain event creation, CIP-68 ticket minting, transfers, and attendance verification — is already live on mainnet, funded entirely by Sellout.

Phase 2 delivers a secondary marketplace with royalty enforcement, anti-scalping controls, organizer tools, and wallet onboarding for 200,000+ existing users. The anchor deployment is the Yellowstone Club 2026 concert series — $6M+ in projected on-chain ticket revenue.

The requested ₳700,000 is administered by Intersect with milestone-based disbursement. ₳140,000 (20%) releases only on verifiable on-chain results.
